Landowner's quad bike ASBO

A ten year Anti Social Behaviour Order (ASBO) containing anti-harassment terms was served on a landowner who continued to use quad bikes on his land after Caradon Council served an abatement notice, some two years earlier. Because the Council did not take noise level measurements the case reinforces Lewisham vs. Yvonne Hall (2002) which came to a similar conclusion: that measurement is not needed.
